is fervently opposed Antiquities Act association, passed by the State Legislature in June 1965 giving the state a per cent cut of all discoveries within miles of Florida's eastern and threere three leagues (10 miles) of the western shore. "I don't think the majority of companies objects to salvaging, per cent split," said Harnett. "That's just my personel opinion and not that of the association." He said the association's attorneys have doubts about the legality of the Antiquities Act. "This is the first time I've ever heard of a government illegal to discover something," he stated. "The state's policies are selfdefeating.
The law says explora-: tion offshore without a lease is a crime." He stressed that the association is not opposing the legislature "and not the people of Florida" but a "small group of people out of Tallahassee and Gainesville who're trying to acquire for the state rights which is constitutionally does not have." Serving on the panel of attorneys advising the association are James Dressler of Cocoa, Bert McIntosh of Titusville, Carroll Dunscombe of Stuart, Robert Morton of Melbourne and Orlandoans Tim Warlow Jr. and Carl L. Thompson Jr. Harnett charged that State Atty. Gen.
Earl Faircloth "and other people are agitating to take over all salvage" from offshore finds of artifacts, treasures and other archaeological discoveries. He said it is unfair for the state to give salvage leases to 8 of the 47 companies which have applied for lease. "That leaves 39 companies just sitting on the side watching," he said. There are 120 companies which do salvage work in the state, he noted, but 73 did not apply for leases because of a state requirement to disclose the site of the finds. He said the Florida Association of Marine Explorers has "several hundred" members who believe in looking at both sides of the salvaging business as it affects the state and the companies.
"We'll draw up our legal program at the closed meetings and then explain it at our public meeting later this month," said Harnett. Franco At Resort SAN SEBASTIAN, Spain (AP) -With Gen. Francisco Franco in San Sebastian, this northern resort and industrial city again has assumed its traditional role as Spain's summer capital. Weekend Accident Toll: 12 By Associated Press The Florida Labor Day weekend accident toll climbed to 12 yesterday, with three of the victims losing their lives by drowning. A 32-year-old Bartow man, Harvey Cooper was killed yesterday at a phosphate processing plant near Bartow when two front-end loaders collided. Thomas J. Walsh 20, of Turner Air Force Base, was killed early yesterday seven miles west of Panama City.
He was struck by a car as he walked on State Road 392. Joseph Shelton Hearn, 66, of Kissimmee was killed in an accident at that Central Florida city Saturday. Robert Daniel Langford, 44, of Immokalee, was killed in predawn hours Saturday when hit by a car on State Road 29 about 2.5 miles north of Sunniland. a He had got out of his car. A Pensacola boy, Michael Dale Montgomery, 11, was killed a car struck his bicycle State Road 95 at Pensacola Saturday.
Two men were killed Friday night when their car wrecked along State Road 15 about 23 miles north of Okeechobee. The Florida Highway Patrol listed one as Pheomos W. Stringer, 44, of Riviera Beach. William Hendrix, 56, of Palatka died in the wreck of his car on State Road 100 about 14 miles west of Bunnell Friday night. A medical examiner indicated Hendrix had a heart attack.
Drownings included May Sayer, 34, of Gainesville at Crescent Beach; Charles Miller, 60 of Atlanta at Jacksonville Beach, and Eather Sheppard, 52, of Jacksonville in the Jacksonville Harbor. U.S. Troops In Thailand Total 25,000 WASHINGTON (P -About 000 American troops, mostly in Air Force units, are Thailand, a senior U.S.
official said yesterday. In listing this total, Asst. Secretary of State William P. Bundy said "there really is no secret" about U.S. activities in the Southeast Asian country adjoining Laos and Cambodia.
Other sources said Thailandbased U.S. airmen are engaged mainly in Viet Nam war operations, in bombing and reconnaissance runs against North Viet Nam and her infiltration routes through Laos. With the Johnson administration's reluctance to discuss U.S. military operations out of a friendly country--Thailand is a Southeast Asia Treaty tion ally--the Pentagon has been refusing to give out U.S. troop strength there.
However, chairman J. W. Fulbright has served notice that his Senate Foreign Relations Committee will hold hearings on Thailand. The Arkansas Democrat, a critic of the administration's Viet Nam commitment, says he wants to know whether America is getting into "another Viet Nam." Speaking on the NBC television program, "Meet the Press," Bundy said there is "a real threat of insurgency, particularly in the northeast area of Thailand" which is near the Red Chinese border. Bundy, who handles Far Eastern affairs, said the United States has a "fully complete treaty relationship" with Thailand to act "in accordance with our constitutional processes in the event of external aggression, and for consultation in the event of subversion."
